The Iowa Lottery began with a scratch ticket being introduced in 1985. Iowa only offered $1 scratch tickets until 1992, when $2 tickets were introduced and then progressed to higher priced tickets. Fiscal Year 2004 was a year to start fresh as the new Iowa Lottery Authority, giving the lottery the chance to become a corporate-model enterprise. The change increased the flow of revenue to state programs by more than 16 percent, sending more than $55.7 million in profits to the state during the last fiscal year.

The Iowa Lottery is a pioneer in the lottery industry—in FY 2004 with its TouchPlay machines. The Iowa Lottery is the first in the nation to offer these machines. TouchPlay machines offer more entertainment for the player with lights and sound as they dispense tickets. In FY 2005, the lottery will test market and electronic game card that is the first of its kind in the world. The card, which is about the size of a driver's license, will have 80 plays and the chance to win up to $300. ‘Quarter Play’ aptly describes the card, as each play on it costs 25 cents.
