Since the inception of the Vermont Lottery in 1978, all profits generated by the Vermont Lottery were dedicated for use by the state’s General Fund. In July 1998, the Vermont Legislature mandated that all profits from the Vermont Lottery go to the state’s Education Fund.

The Vermont Lottery has generated more than $1 billion in sales since it began resulting in over $320 million in profits for the state’s General Fund and Education Fund.
The mission of the Vermont Lottery is to design, regulate, promote, distribute, and sell lottery games of chance in the state of Vermont, to preserve the integrity of the games, maximize profitability, and make a significant contribution to the Education Fund while maintaining the dignity of the state and the general welfare of the people. Thus, the balance between providing funds for the state's Education Fund and a strong "Play Responsibly" message to the public.
