On Sept. 30, 1987, six
months after the legislation
was signed into law, the
South Dakota Lottery sold
its first instant ticket.
Through 2004, the South
Dakota Lottery's instant,
lotto and video lottery
games have generated over
$1.2 billion for state
projects and programs.
Scratch games have raised
nearly $59 million directing
proceeds to the state's
General Fund, which finances
programs like health, human
and social service projects,
and K-12, university and
technical school education.
The state's Video Lottery
games, which started in
1989, have generated over
$990 million for the state.
Since 1995, video lottery
proceeds have been dedicated
to the Property Tax
Reduction Fund, to help
lower taxes on all property
classified as agricultural
and single
family/owner-occupied. Lotto
games, introduced in 1990,
have raised more than $48
million for state projects,
mostly through the Capital
Construction Fund, which
finances ethanol production
incentives, water and
environment projects, and
state highway projects.
The Lottery is a totally
self-funded agency. No tax
dollars are used for its
operation. The games offered
