Since its inception in 1967, the New York Lottery has generated more than $27 billion in revenue to help support education statewide, including a record $2 billion in fiscal year 2004-2005. The New York Constitution mandates that all Lottery revenue be used in support of education in New York State. Lottery aid is distributed to more than 700 school districts at the start of each school year. The State Department of Education disburses the revenue deposited by the Lottery, along with other State aid funds, to local school districts according to a formula established by the New York State Legislature.

In addition to the Aid to Education Program, the New York Lottery also provides the Leaders of Tomorrow (LOT) Scholarship which provides one eligible graduating senior from every participating public and private high school in New York State with a $4,000, four-year college scholarship, paid in $1,000 annual increments. The scholarships are used toward the cost of attendance at a New York State accredited college, university, community college or trade school.
