In 1982, the General Assembly approved a bill implementing a state-supervised lottery. Since 1983, thousands of projects have been funded with Lottery revenues including playgrounds in parks, neighborhood bike paths, open space buffers separating communities, the protection of endangered species, and new recreation centers.

Proceeds from the Colorado lottery are distributed between three major programs. The Colorado Division of Parks and Outdoor Recreation has received approximately $138.4 million towards Colorado's 40 state parks. The money is used for open space and land acquisitions, trail system construction and maintenance, equipment and facility purchases, and renovation of state parks facilities. The Conservation Trust Fund has received more than $554.5 million since 1983 for parks, trails and the development of recreation facilities. The School Health and Safety program has received more than $14.5 million since 2002 to address health and safety capital construction issues in public schools.
